This was discussed recently with FSF. In short form: The project was developed at University during worktime. Therefore the copyright does not belong to the authors but to the University. Georg gave never officially released sources to James Michael DuPont who used them
for his project. This was not approved by the University.

JMD is currently working out a plan on how to combine the two officially released GPL versions of VCG (version 1.0 in not obfruscated form and 1.3 in obfruscated form) and his personal work on the leaked source to a new GPLed VCG project. My concern was, that debian should use the results
of the restarted project and not the leaked source.
