So, then, a solution would be:

	a) Set up a userspace firmware loader which can download
           firmware via HTTP.

	c) Drivers which use the userspace loader can now go in main.

Personally, I'd suggest 'non-free.debian.org' would be a good HTTP server for this, and that the programs 'apt-get' and 'dpkg-deb' would form 90% of this new network module for the firmware loader.
