This decision only removes the trade secret issue.  The DMCA issue
remains.

Until the DMCA changes or is overthrown the current case law says CSS is
an effective access control mechanism.  This makes distributing decss in
the US illegal.

Considering that 2600 decided not to appeal that decision to the Supreme
Court, the battle is far from over.

I'd guess the DVD-CCA decided continuing to insist that CSS is a trade
secret was pointless when they were loosing the case and the case didn't
ultimately change the outcome they desired.
