Oh, sorry -- I misread you completely.  As for your questions: well, we tend
to include copyright / license terms in the file debian/copyright. I usually
put non-standard stuff there, and this surely is non-standard.

Interesting thought. But then they also have some not so pretty "do not
distribute" language there which is somewhat in conflict with what the GPL
is about in the first place.
