What's definite is that Fraunhofer want to make as much money as possible.
What's likewise definite is that they have patents on mp3 encoding.

That they're willing to take your money for writing a decoder isn't
highly indicative of whether you need to, and they're probably the least
unbiassed source of information on the topic.
