OpenSSL license as an appendix to the copyright exception itself?
Yes. Or you could say "a derivative of the program OpenSSL published
by NAME OF ORGANIZATION".
Could we also pseudo-uniquely identify COPYING.OpenSSL with an
MD5 checksum?
That might solve the problem too.
