Branden is asserting that DFSG's patch exception doesn't apply to
non-compiled languages, though, due to its "at build time" wording.

(I tend to think that the wording of the entire paragraph is compiled-
language-centric, and that patches that are applied at installation-
time, without a "building" as such, is in the spirit of #4.  I can
sympathise with taking the statement literally, to reduce the scope of
a disliked clause, however.)
