lsh: unknown author, missing COPYING

Is lsh can be in Debian?
* It has no contact information about the upstream author.
  Only a webpage is available: http://people.cs.uct.ac.za/~mwelz/lsh.html
  I can't find even the name of the upstream author.
* README in the upstream tarball says:

| You may only copy, distribute or modify this package in accordance
| with the conditions of the GNU general public license as set out in 
| the file COPYING.
  However, the latest version has no file named COPYING.  Older versions
  in the Debian archive have COPYING (I have not read it, though).
