The package itself is DFSG-free (because it's GPL) so it's NOT for non-free From your description above, it doesn't seem to contain cryptop code, so it's NOT for non-US. The remaining question, before it can go into main: any silly patents or legal risks? Currently, MP3 encoders can't be packaged for Debian. But this is a MP*2* encoder.
