Not all of the crypto restrictions have fallen away. You still have
to register crypto with the government. It's not hard, and they can't
deny you a license to export (today...), but you do have to do it. I
believe that is one of the major stumbling blocks towards getting
crypto out of non-US (but I wouldn't actually know).
Also, CSS was designed to be export grade, but you still had to jump
through lots of hoops to get it approved. In fact, the 40-bit limit
is just what people noticed was the limit for getting crypto approved.
It was never explicit government policy.
I, too, hope that Debian will get rid of the need for non-US soon.
