I read this in Japanese web page.  I did google search in English and
found following.

http://www.lib.virginia.edu/acqpres/copyright/faq.html was good starting
point.  Also http://www.wipo.org is another.

Reinforce your points.  I could not identify exact resolution but there
seems to be something going on at WIPO for font.
