I was under that impression.

And what if Debian is giving them a copy?  Intel would have no ability
to restrict execution in that case, right?  It seems that permitting
redistribution makes restricting execution impossible, because a person
receiving the microcode from a 3rd party won't be under any contract
with Intel.
