This sounds like a perfect description of the Internet update functionality
that was included in IBM OS/2 Warp 3.0 which was released in 1994. It had a
program that would connect to IBM's Gopher server, and check which program
updates available there was not installed on the local machine, presenting
the list to the user, and then letting the user select what to download, and
after the download, the updates are installed.
