Copyright problem on some fonts I intend to package

Hi,

I have problem finding copyright for some Thai fonts I intend to package.
They are DBThaiText family.

Although they are available throught many public server, ie

http://zzzthai.fedu.uec.ac.jp/fonts.html
http://thaigate.rd.nacsis.ac.jp/files/thaifonts.html
ftp://ftp.nectec.or.th/pub/thailinux/software/All/

And many people claim that they are in public domain but I couldn't find any
copyright statement for these fonts.

There are rpm packages, not officially in RH, for these fonts at

http://zzzthai.fedu.uec.ac.jp/linux/thairpms.html

as thaixfonts-1.1-3.noarch.rpm, rpm -qpil says that license is Public Domain

and thailatex_component-1.0-1.i386.rpm, rpm -qpil says that license is GPL

These fonts are quite old. I think they are created around 92-95. I have
problem in contacting original author.

What should I do in this case?

regards,
Chanop
