So it is the same as non-us (kind of). What if a (say) German distributor
publishes Debian CDs but isn't allowed to include ILU because some silly US
export laws have changed? The distributor would violate laws he does not know
about. This is what main is for - you can distribute everything in main
without thinking of licenses and laws.

Please correct me if I got that wrong.

Hmm - couldn't I compile only the non-java parts for main and the java stuff
for contrib? Where should the source package go in that case?
