No idea. I think the KDE people would need to get the permission of every
single developer that worked on KDE or software included in KDE in order to
make such changes to the KDE license. In the case of LyX, I think the
copyright is held by the author himself. If it's all his own work, I'd
immagine he's free to license it as he sees fit.
