Yes, but we didn't buy that for KDE. This may be different because, to
the best of my knowledge, they didn't use any other GPL code in it. I'm
not sure whether the preamble was a change to the license or the
author's interpretation of the GPL, or whether it would make any
difference.

Correct. It is currently in Contrib.
