Let's assume that emailing a copy of the source is sufficient to satisfy
this clause.  Does he really want to be spammed by every ftp mirror
(one copy each time it's downloaded), every cvs tree (one copy for every
commit?), every squid server, every cd-rom producer, every person who
hands a modified copy of vim to her friends, etc. etc.?

This restriction isn't even practical to implement, let alone DFSG
free.
