programme should not be in the Debian packages, unless Debian officially
grants Qt the 'system library status' to use the respective exception
clause in the GPL.
There is no such thing as "system library status" in the GPL. That's
a misunderstanding of a certain paragraph in the GPL, the one that
makes an exception for certain libraries. This paragraph is complex,
and therefore easily misunderstood; I've misunderstood/misremembered
it myself on occasion.
Being a "system library" is not the criterion used there; the actual
criterion is significantly different. Also, there is an explicit
limitation in that paragraph which prevents it from applying to any
complete system distribution.
