If these laptops are all the same (or similar) model, wouldn't clonezilla help to get them all set up?

If you're willing to remove ChromeOS completely, most
chromebooks have:

- a developer switch or write-protect screw which will allow you to reflash a normal BIOS

- and can then have Linux installed, completely taking over the
local storage.
