As far, as i remember, there is a non-free installer image. I think, i
found the link on the Debian Homepage somewhere.
I already used that for installing Buster on a Packard Bell 10" Netbook
with 2 GB, an N570 CPU and it works great!

asking for these files when the net installer already should have

and the same problem persists.
