Actually, if you read  man hdparm  at the bottom it has

FILES
        /etc/hdparm.conf

Taking that as a clue, you will find that editing this file is the
"correct" way to set drive parameters.  There is even a man page for
hdparm.conf.

I also agree that the current defaults are reasonable and that proper
configuration mechanisms are already in place, so there is nothing here
that needs to be "fixed" in the distribution.
