Yes, your symptom is one of those listed on HP page you mentioned.

As far as I know, this policy applies to most "Consumer product" ranges
of laptop of all [almost] all laptop vendors. (As opposed to "corporate
products"... and even though, many vendors sells "International" support
as an option).

This probably means that you will have to return your product to the
country where you bought it.

Do you prefer a company that hides problems?

I agree that it's an annoying problem. That's why I always buy my laptop
in my country.
