"apt-get upgrade" is telling the system to upgrade all available
packages, based on everything available in all the repos.

"apt-get install xserver-xorg" is telling the system to only install
that one package, install or upgrade anything that it depends on, and
to remove anything that conflicts with it.

See the difference?  You only want to install a single app, so don't
tell the system to upgrade everything.
