apmd (userspace program) has no idle timer itself, it needs the kapmd 
(kernelspace) process to run, that is apm must be compiled into the kernel.
You can check that with commandline:  ps ax | grep apm
If it`s not running by default, you may activate it via 'apm=on' boot option 
(in menu.lst of grub).
On the old  apm PC  i'm writing i still can`t find any other place to configure 
idle timeouts, than BIOS. So i believe kapmd gets notified by BIOS, and calls
userspace apmd which then takes the configured (/etc/apm) action.
You could, for example, try to re-configure the 'standby' action for hibernation.
If that's all too complicated to you, you may have a look into KDE or GNOME 
controlcenters.
