slmodem/ppp/wvdial bad connection



What I want:
1. to have a reliable internet connection via the modem
2. band width on this line to be in practice greater than 2kb/s. - although I will take reliability over even this snails pace if someone can help me (even 1kb/s is fine if it is reliable).
 
Averatec 3200 series w/winmodem.  I use wvdial to connect to my isp but several things occur after approximately 10 minutes of dialing
1. connection fails (exit code = 15)
2. modem terminates connection (exit code = 16)
3. connection is so slow that it takes sometimes a couple of minutes to load google without frills (just the search engine without persanlized stuff).
 
this problem has nothing to do with:
1. the isp: I use the other computer in the house whose os is XP and it works without fault for hours and at approximately 5kb/s.
2. the phone line: as stated above because the line works for hours without problem on another computer.  I have tested using the same phone outlet for both computers. 
 
what I have tried:
1. I have added the following lines to /etc/wvdial.conf
Carrier Check = no
and hid Stupid Mode by putting a semicolon in front of it i.e.
; Stupid Mode = 1. 
as I have read these are appropriate actions for slmodem.
2. messed with /etc/ppp/options although I don't know what I am doing here and could have done more harm than good ( - though it hardly matter as it worked poorly before and still does :-)).
 
I would be thankful for any assistance.
