Since all configuration is stored in files in the /etc directory, just
copying all files should work. There are same files which you will need
to take from the new configuration -- I know only /etc/fstab and
/etc/mtab, but I guess there are some more. Configuration settings
stored in user's home directories should not pose any problems.

Additionally to imaging the partition, you can archive all files using
e.g. rsync, which can do a good job conserving time stamps, symbolic
links etc. depending on the options you choose.
