I found this old entry in the Debian changelog for less:

    VISUAL envar for the program to use.
  * Register bug on less since it should depend on -something-
    /usr/bin/editor but nothing I've seen does yet.

It uses /usr/bin/editor when EDITOR is not set.
You can change it by running update-alternatives --config editor
