Do you mean:
a) Keep discover but disable it Keep hotplug
b) Keep discover but disable some of it (blacklist?) Keep hotplug
c) Keep discover but disable some of it (blacklist?) Purge hotplug
Sorry, but your last paragraph is not clear to me.
