cupfreq scaling in siemens fujitsu amilo 7830

This follow command doesn't change anything in my laptop siemens fujitsu amilo 7830

 echo powersave > /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor

also under userspace governor echo (one of the avaible freq) > ./scaling_setspeed
it doesn' affect the system performance.
Only when i unplug the ac-power the clook of the cpu is 1930Mz but it's controlled by the bios (infact it works with 2.4 kernels and without cpufreqd daemon)
My wish is to have the same speed with the ac-power plugged in, unless the fan starts too often, even if i use pc only for reading mail.

I have a debian sarge with kernel 2.6.4
and my lsmod is

cpufreq_powersave 1536 0
p4_clockmod 4232 0
speedstep_lib 3072 1 p4_clockmod
cpufreq_userspace 4516 2
freq_table 3460 1 p4_clockmod

and part of the dmesg is

CPU: Trace cache: 12K uops, L1 D cache: 8K
CPU: L2 cache: 512K
CPU: After generic, caps: bfebfbff 00000000 00000000 00000000
CPU: Common caps: bfebfbff 00000000 00000000 00000000
CPU: Intel(R) Pentium(R) 4 CPU 2.80GHz stepping 09
Enabling fast FPU save and restore... done.

Any suggestion?
Thanks 1k in advance
