Go here to select an installation set:

http://www.debian.org/releases/stable/i386/ch-install-methods.en.html#s-kernel-choice

I recommend the bf2.4 set, which will install a 2.4.18 kernel and allow you to choose between ext2, ext3, and Reiserfs filesystems (maybe another too but I forget).

You'll need to download the images for one rescue, one root, and four driver floppies.

Go here for the program (rawrite3.exe) to write the images to floppies, under Windows:

http://www.minix-vmd.org/pub/Minix-vmd/dosutil/rawrite3.zip

Follow the instructions in the x86 installation manual, paying particular attention to this:

http://www.debian.org/releases/stable/i386/ch-install-system.en.html#s-configure-pcmcia

Let us know how it works.
