Yep, it seems to be a problem with Arts. 
Go: Control Center -> Sound & Multimedia -> Sound System -> Uncheck the
'Start aRts soundserver...' option (That's my choice)

To test sound in console, you can try mpg321, or just 
cat /vmlinuz > /dev/dsp
