Use ACPI /or/ APM. Don't try to run them both at the same time. Did you
apt-get install acpid and apt-get remove apmd?

You may have a busted DSDT (I think that's the right acronym). I have an
Acer Travelmate 630. The fan sort of plays nicely, but it is not
controlled by ACPI due to bugs on Acer's part. The fan is /quieter/ when
I'm using ACPI (rather than APM), but it's still on almost all of the
time.
