IIRC, once upon a time, I booted with a floppy drive in the slot.  Then
I suspended, popped the floppy out, dropped the CD in, brought the
machine out of suspend, and ran the idectl script from
/usr/share/doc/hdparm/examples, and the CD came up fine.  I've never
tried booting with nothing in the UltraBay.
