My experience with PCMCIA support in 2.4 kernels is also bad.  I have a
Toshiba Portege 3480CT.  IDE controllers (Freecom cable and a CF
adapter) worked perfectly under 2.2 (and still do under Win98), but lock
my machine under 2.4.

What I haven't tried yet is to build a 2.4 kernel without Cardbus
support, then compile the external pcmcia-cs modules and see if that
works.

Apart from the pcmcia issues though, I prefer 2.4.  When I switched to
2.4 (a while ago now), it gave me USB support, which was a big bonus.
