Funny, I have exactly the opposite problem. I also have a Dell Inspirion
4000. 

I can't get a debian kernel to run and get the error message you get. The
package I've tried is kernel-image-2.4.5-686. I have so far been running
2.2.18pre21 which runs like a dream.
