Not really. I'm saying it gets detected and loaded automatically. You
shouldn't have to edit the pcmcia config files to explicitly to tell it what
kind of card you have.

That's possibly a more serious issue. But, if you don't mind me asking a
stupid question, are you really sure you're on a 100Mbit network? Are you
connecting to a 100 Mbit hub? If it is a 100 Mbit hub, are you sure your
cables are of a sufficiently high quality to support a 100Mbit connection?
If the cables are inferior, then you won't be able to get more to 10Mbit/s.
I've tried connecting my laptop to an erstwhile 100Mbit network, but
depending on which cable I used I got alternatively a 10Mb connection (green
light) and 100 Mbit (red light).

By the way, when it says "autonegotiation failed", it doesn't mean your card
isn't working, it means it was unable to establish a 100 Mbit connection.
I'm currently on 100Mbit, and I get:

Mar 15 14:11:51 localhost cardmgr[165]: initializing socket 0
Mar 15 14:11:57 localhost cardmgr[165]: socket 0: Xircom CEM56 Ethernet/Modem

Mar 15 14:12:05 localhost kernel: eth0: MII link partner: 0081
Mar 15 14:12:05 localhost kernel: eth0: MII selected
Mar 15 14:12:05 localhost kernel: eth0: media 100BaseT, silicon revision 5

If I pull out the ethernet cable and reinsert the card afresh, I get:

Mar 15 14:33:24 localhost cardmgr[165]: initializing socket 0
Mar 15 14:33:24 localhost cardmgr[165]: socket 0: Xircom CEM56 Ethernet/Modem

Mar 15 14:33:24 localhost cardmgr[165]: executing: 'modprobe serial_cs'
Mar 15 14:33:28 localhost kernel: eth0: autonegotiation failed; using 10mbs
Mar 15 14:33:28 localhost kernel: eth0: MII selected
Mar 15 14:33:28 localhost cardmgr[165]: executing: './network start eth0'
Mar 15 14:33:28 localhost kernel: eth0: media 10BaseT, silicon revision 5
Mar 15 14:33:28 localhost kernel: eth0: Xircom: port 0x300, irq 3, hwaddr

Mar 15 14:33:33 localhost kernel: eth0: autonegotiation failed; using 10mbs
Mar 15 14:33:33 localhost kernel: eth0: MII selected
Mar 15 14:33:33 localhost kernel: eth0: media 10BaseT, silicon revision 5

So, again, your card seems to be working fine, you're just not on a 100Mbit
network (or your cable is bad).
