I removed it, and added AllowMouseOpenFail to ServerFlags section.
I also removed the reference to the mouse in the ServerLayout section.
However, it still comes up with:

No Core pointer specified
unable to determine screen layout
Error from Xf86handleconfigfile()

Fatal server error:
no screens found.
