Does adding
Option "XkbLayout" "gb"
to your XF86Config-4 file in the keyboard "InputDevice" section work? That
would probably be the "correct" place.
Otherwise, I think you can add a script in /etc/X11/Xsession.d that runs
setxkbmap. AFAICT, Xsession.d is (somewhat) like /etc/rc*.d - the files all
get executed in alphabetical order.
