You probably want to work with the Debian Vietnamese l10n team (even
if not very active, the team has a mailing list);
Reading the D-I i18n documentation is also worth it:
http://d-i.alioth.debian.org/doc/i18n/
That will give you the picture about what are our "levels" and
"sublevels", where files are located, etc.
Of course, feel free to ask for more details (being at work right now,
can't do a very long mail with all details!).
