Ubuntu VN team may be interested in packages that Debian is upstream
to them, for example apt-get.. I think there was a team for
translating Debian to Vietnamese. Not sure how it goes...

No, it's not

I would not rush for commit access, as long as there is an active
maintainer to take care of l10n bugs. If l10n bug opening rate becomes
higher than closing rate, then yes, maybe we need commit access. Let's
stick to debian bug tracking system and see how it goes.
