It does, for instance, let's see the postfix ones:
% file es.po
es.po: ISO-8859 English text
% podebconf-display-po es.po

It does shows fine for me, my environment is UTF-8 (since almost 3
years ago).

However, accidentally (due missing CHARSET) I saw an iconv call when using
dh_installdebconf, it was:

...
dh_installdebconf
/usr/bin/iconv: conversion from `CHARSET' is not supported
dh_installdocs
...

I've checked dh_installdebconf code, but no related code is there, nor
in called libs. I'm not sure if it reencodes files after installation.
