encontre una referencia a una utilidad "dicttools" para la generación de
ficheros indice de diccionarios en:
http://woe.transas.com/mss/dict/dicttools/index.html
y estamos de suerte por que el autor tenia una versión en paquete debian:

Introduction.
Well, the purpose of this package is to create something that would help to
support dictionaries. There are many options. The first is to have a
simple plain text dictionary that is suitable for everybody, the drawback
is that if it gets larger, it becomes harder to maintain (like sorting
etc). The second is to create a HTML file. This method has the same
problem as the previous one. My approach is to use SGML. I believe, there
is a whole lot of other possibilities, but I chosen this one since I wanted
to make something with SGML :), to be able to create any other format on
demand, and to make it easier to maintain (the latter is provided since
SGML files are rather easy to read by computer program. the keyword is
rather :).

So what we have. The dtd directory has a simple DTD (you have suggestions?
please send me them) for a dictionary. dicttools.catalog file is what is
needed for SGML tools (here I use cost, which, in turn, makes use of
nsgmls). And three scripts: dict2html converts the source file into HTML,
dict2dict converts the source file into something that can be used with
dict server, and dictsort provides a sort facility of some kind.
Please also note that I try to create a Debian (http://www.debian.org)
package and if you are running Debian system, this package will set up
everything you need.
Requirements.
The first of all you need cost (http://www.flightlab.com/cost/cost.html),
what means that you also need nsgmls which comes with sp package on Debian
or you can get it from James Clark's site http://www.jclark.com/, and TCL.
And, what is the most important, the desire to use it. :)

Esto ultimo del "cost" es lo que mas problemas me dio porque ninguno de
dos paquetes son oficiales y me estan dando problemas con las dependecias.
Espero que tengas mas suerte que yo y que te sirva para algo todo esto,
ya me contaras.
