Thanks for the heads up and no need to be sorry. It was my mistake, as
the e-mails did not arrive on the language list and hence I was unsure
if it actually went out - probably just the file size was too big.

No, it's perfectly fine. I'm helping out there currently.

I don't know about true notification, the best I know are the status
pages, which are unfortunately updated only once in a few days
(usually every other day):

Follow the links for po-debconf, po and po4a. I check them once every
day. 

The 2nd best option is to monitor the git repository of important
projects. I do this for some (e.g. po4a, dpkg, ...).
