I just searched the mailing list. The last time Romanian was mentioned was in 2007.
and the headers is ill maintained, so the exact dates for last commit is unknown.
The date hasn't been settled yet, as tuxpaint-config is been actively develop on. I'll send that file later to (or now if you want it. Today 2 fuzzy).
But 1 month from now, the programmers will hopefully be finished with the last bit.
So you are very welcome on board. I'll reserve the file for you on the mailing list.

This doesn't look like
much work, but a quick look through the strings
reveals that a complete review would be
recommended.
@Andrei: at a
minimum please use șț (comma below) instead of şţ
(cedilla
below). If you need help with this
don't hesitate to ask, the
search-replace won't take more than a few
minutes.

I might look into it, though translating programs is not
necessarily my
thing (debian-installer
being the exception, since no one else would
take it). Is there a deadline?
