There are remaining fuzzy markers in commented itens, I didn't
translated/checked it, so I leave it fuzzy.

I didn't change the headers, could you please add the correct
PACKAGE NAME and other header? :-)

I'm sending it to -l10n-portuguese, so people have time to review,
if in a reasonable time we don't list news (no news good news) I'm going
to fill the wishlist bug agains base-config.
One more thing, there is an EXAMPLE section where it shows the
validlocale command, there are "output" examples that I'm not sure it
they are translated inside the 'validlocale' command. Could you please
check it, and if it is not translated, could you send a mail pointing
out the package/file?
