What about re-using the exsiting translation and review mechanisms in place for debconf and partially programm translations? Let us discus package translations on the mailing list debian-l10n-german and use DDTSS or DDTP for simple and easy upload. Maybe the number of users having access to DDTSS and DDTP shal be more restrictive. In addition upgrading DDTSS to store some more audit information shall be no big issue - just a stupid assumption - but lets have a look.
