Actually, the last update of the translation to french of apt manpages
occured in September 2005.

The current way translations are managed in apt (no call for
translations, no version tracking for translations) didn't help.

A po file has been generated to ease translation and its tracking among
english versions:
http://teubr.eu.org/~spaillar/debian/apt-po4a/fr/apt-manpages.fr.po

This file is currently under unfuzzying process, then will be updated
with respect to the lenny apt with the help of debian-l10n-french list
(and you as well ? :)

Regards,
