Yes, it's frustrating; in an ideal world* I'd force everyone to call
them TUIs, but at least "full-screen" conveys the difference between
the two modes in a way uninitiated end-users might be able to guess.
This usage of "interactive" sounds suspiciously like developerese.
* for some values of "ideal"

I'd say Aptitude and Iceweasel have persistent user interfaces.
Meanwhile, there's cron-apt, which I've always thought of as a
non-interactive package management utility.
