They're md5sum files generated by debsums - unless there's a
/usr/bin/debsum I don't think you get to talk about "debsum" files.

configured so that apt will automatically generate debsums files for
installed packages. This may be useful for checking system integrity
later, though it should not be relied on as a security measure.
